Does fluo glow in the dark?

No. Fluo is very visible in daylight and low light, but it isn't glow-in-the-dark or reflective.

Does it fade in the sun?

Fluorescent colours are the most sensitive to the sun; ICR® films hold up very well, but lose some intensity over the years.

Is it legal to wrap the whole car in fluo?

A colour change isn't a modification that needs a new test, but if you change the main colour of the whole car, update the registration and tell your insurer.
